The decision is not, because the light bar is only part of the bill. Cords, stands, and the model you pick all change what a finished row costs.

The 30-Second Answer

All three are bar-style fixtures with a 120 degree lens angle on Models 1 and 2, a built-in driver, and dimming through an RJ12 data cable that is integrated with the power cord. The listings say fixtures chain power and data through the same connections, with no extra components needed between fixtures in a row.
Model 1 is the baseline. Model 2 swaps the full spectrum for a deep red emphasis, and costs $10 more at either length. Model 3 is the outlier: it has two separately controllable channels, which is why it costs $75 more than Model 1 at 4 ft and $120 more at 8 ft. Whether that second channel is worth it depends on whether you plan to adjust the blue and UVA side independently of the red side. If you don't, Model 3's extra cost buys you capability you won't use.

A light bar alone doesn't run. The pieces below are all separate listings, and each is optional or required depending on your layout.

For a simple row, you need one power cord for the lead fixture and one stand pack per fixture. That is the minimum we used for every cost figure below. The bench bridges, interconnect cables, and controller add up if your layout needs them, but we left them out of the per-row numbers so you can add what applies.
Why 8 ft Fixtures Cost Less Per Foot
At the fixture level, the 8 ft bar is cheaper per foot than the 4 ft bar in every model: Model 1 is $25.00 per foot at 4 ft and $23.75 at 8 ft, Model 2 is $27.50 and $25.00, and Model 3 is $43.75 and $38.75. The gap widens once you add stands, because each fixture needs its own pair no matter how long it is. Four 4 ft fixtures need four stand packs, while two 8 ft fixtures need two.
On a 16 ft row, Model 1 comes to $28.12 per foot with 8 ft fixtures and $31.87 with 4 ft fixtures. Model 2 is $29.37 against $34.37, and Model 3 is $43.12 against $50.62. Choosing 8 ft saves about $60 per row on Model 1, $80 on Model 2, and $120 on Model 3.
Row Length Changes the Math
The Model 3 listing warns not to mix or daisy chain different models or lengths, so we planned each row around one length. That means a row length that isn't a multiple of 8 forces you into 4 ft fixtures and the higher cost per foot. Here is Model 1 across common row lengths.

The longer the row, the more the one-time $30 cord is spread out, which is why 24 ft is the cheapest per foot. A 12 ft row is the worst fit, because it can only be built from 4 ft pieces. If you're laying out benches from scratch, sizing them to multiples of 8 ft saves money on lighting.
The chain length that one power cord can feed isn't stated in the listings. Before you plan long rows, ask us for the limit, because it decides whether a 24 ft row needs one cord or two.
Scaling It to a Room
Suppose a room has eight rows of 16 ft. In Model 1 with 8 ft fixtures, that is 8 x $449.98, or $3,599.84. In Model 2 it is $3,759.84, and in Model 3 it is $5,519.84. With 4 ft Model 1 fixtures the same room costs $4,079.68. Add the controller at $149.99 if you want to dim top and under-canopy lights together, and the bench bridges at $49.99 each if your benches are the type they fit.
Those figures are small next to the rest of a facility build. At $449.98 per Model 1 row, you would need about 56 rows to reach $25,000 on under-canopy lights alone. Here is the honest short version. If you're adding under-canopy light for the first time, Model 1 is the lowest-cost way to find out whether your lower canopy responds. Model 2 is $10 more per fixture and is the choice if you specifically want the deep red emphasis. Model 3 is for growers who want to run two spectrum channels independently and will do the work of tuning them.
